Commands inside of the help cog

Command	Usage	Description
help	+help	Displays a list of cogs (groups of commands), cog descriptions, and cog help commands.
help	+help <cog>	Displays a list of commands in that cog and their descriptions. Arguments cog is the full, capitalized name of the cog. Examples +help Links (+help links won't work because it's not capitalized)
help	+help <cmd>	Displays the help message for a given command. If no command is given, displays a list of commands organized by cog and each command's brief. Arguments cmd is the full qualified name (all parent and child commands) of the command. Examples +help +help setup name (+help name won't work because that's not the full qualified name)
